Missing data in trace structural bucket

I have noticed a case when there is some data in the trace hashes bucket, but only a subset of it is present in the trace structural buckets. According to a discussion with @jessberg , the problem could be that there are two batches with the same start time, and one over-wrote the other in the trace structural bucket.
