[PolicyHub]: Adoptation of new Standards for Dataspace Connectivity and Framework Agreement

Description

For the 24.08 there following standards were updated:

• Dataspace Connectivity (CX-0018)
• Framework Agreement (CX-0050)
  Are the standards adopted in the PolicyHub?
  Can SDE still rely on PolicyHub for the latest standards for the policies

We also want to make sure that the Bilateral Contract - ContractReference Constraints is also implemented in the Policy Hub

Expected behavior

PolicyHub adoptes the latest Standards changes

How to reproduce

• If the standards are not adopted in the PolicyHub the policies won't be Catena-X compliment
