Retention of INFO logs for edxapp and nginx #704

We have a lot of INFO logs for edxapp and nginx for calls to edx-edxapp-lms, etc.

Do we need this redundancy?
Do we need all of these logs on either?

This is a potential cost saver, since this is probably a bulk of DD indexed logs.
