Currently celery tasks run in process on devstack and no celery workers run in devstack.

ACs:

Celery workers can run in devstack.
Figure out whether devstack should run with celery work in process by default or not.
Workers can be brought up independently.

This may already exist. If so, maybe docs simply need to be updated/extended. @dianakhuang to confirm and update.
