Very few images are actually visible in awareness at any one given time. Usually 6 to 10, far less than the actual number of members, even if assuming that only about half of them have awareness on at any one given time.

I have noticed that as well, but I thought it's because only those users have awareness enabled. Perhaps this requires some investigation. Thanks for raising @glpuga
After testing with Ger, we both see the same few faces on awareness when there are only a few, so maybe it's just that people are not using the feature or forgetting to turn it back on after having to disable it to use Zoom or some other application.
If that were the case, maybe it would be a good idea to also display a "and N others..." cell to disambiguate that the rest is just people with the camera off.
