When Dock is always visible, change window maximize behavior to place window bottom edge above dock top edge #351

Problem

In Elementary OS 8, I like disabling the Dock auto-hide entirely. It's always visible. But then I have to manually size all of my existing and new application windows, because the window bottom edge is about halfway down the dock's height. In a text window, I can't see the bottom line of text because it's behind the Dock.

Proposal

When the user has selected "Hide Dock" option "Never" in the Settings -> Desktop application, newly opened windows and maximized windows should always have their bottom edge above the Dock top edge.

Prior Art (Optional)

I believe this is how the Dock worked in prior versions of Elementary OS, but I could be misremembering.

This is how it should be, so the behavior you're observing is definitely a bug. Are you running the Classic (Default) Session and/or any fractional scaling?

I'm running 2x scaling. I'm on a 15.6" laptop display at 4k resolution. The bug happens in Classic or Secure Session.

Scaling not respecting elements reminds me of elementary/gala#2139
