Collection of Ports issues

Lots of ideas of how to do ports have come up over time, so this issue is meant to collect all those things in one place so we can think coherently about how to address them.

• Feature Request: Arbitrary (First-order) Datatypes in Ports elm/compiler#490 - allow union types through ports
• Flag to coerce missing Maybe fields in records to Nothing in ports elm/compiler#1007 - interpret missing fields as Nothing
• Dicts can not be passed through ports elm/compiler#940 - allow Dict through
• Built-in Ports aren't TypeChecked elm/compiler#475 - type check built-in ports (maybe remove them instead)

I think built-in ports should be removed or migrated to separate packages with the proper Native implementation.

Since this repo is "no longer in use", are these issues still tracked here? Any news about progress?
