Improve controller fs-consistency

Check the presence and permissions for:

  • directories logs, bin, cache
  • files config/config.json and config/routes/[...]

When in Prod (config.json : ENV_MODE) :

  • check for the absence of console.php
  • verify that the log level (DEBUG_LEVEL) is not set to E_ALL
  • ensure the root user is disabled (to prevent connections)
  • ensure that secrets and default user passwords have been changed
