Improve controller package-consistency

  • check the consistency of the files
  • i18n: only multilingual fields should be defined in the secondary languages
  • i18n: there should be no values for the secondary languages if there is no value for the default language
  • views: check the consistency of lists and forms (basic structure)
  • verify that composer dependencies (manifest.json requires) have been installed
