Publish release artifacts to a Maven repository such as maven central

I'm wonder if we could use the GH release process to trigger a commit that replaces this artifact version with the tagged release. In that situation, the GH release version could be parsed to determine the URL to fetch the upstream spec from.

Pre 7694e42, we'll want the git release tag to define artifactVersion, and the API Spec version to define the artifactDescription.
