Bug: Creating comment while on an onshore installation

When a user is trying to create a comment while viewing a shipment from the onshore installation.
The operation fails if the user does not have access to the offshore installation that the shipment was created at.

Users should be able to comment on shipments from offshore installations they don't have access if they have access to the receiver installation.
