Option to choose deployment strategy from the current Rollout to Recreate

Deployment strategy:
Add section to component and environment in radixconfig

  • Develop functionality
  • Add info to web console
  • Update documentation - public site

Actually, this is not part of 1267, this was a feature for users to change how they want their new versions deployed

@emirgens I think the comments above is good enough, should we remove the refinement needed, or keep it and improve it since we/me got confused a bit yesterday?
