…t default to 250 if not configured removed all other streaming flags: some of them does no longer exist in new blobfuse2, and they are not used in any radixconfigs

Set max memory cache for streaming to 250MB if not defined in radixconfig
Nobody has set any streming options in radixconfig, so I also removed the other streaming flags
