Describe the bug

The languages reset to default(English) when click "Next"

To reproduce

Test env:
iphone 13 with IOS version 18.1.1

Reproduce:

Open Safari(Edge or Chrome can also reproduce)
Go to 'https://ethereum.org/zh/developers/docs/'
Change Languages to non English like Chinese
Click on 'NEXT' on the bottom of the page
The languages will be reset to default(English)

Expected behavior

The languages should be synchronized with the previous page
