Support partial dates

Lots of dates only have year or year-month precision, and yet we show them as XXXX-Jan-01, which is misleading. We can use something like https://github.com/ktowen/django_partial_date to manage it at the Django/django-rest-framework side, but will need to get date information out of Wikidata with greater fidelity too.
