As stated on slack, the expectation from the user will be that a survey come in the default material design style, and it would be surprising and undesirable to enforce that all surveys come in a "likert" style. This is why we have the functionality to have support for any custom style or script files served in the folder. Thus, for the surveys that you want to be likert, please include a style.css with their folder to obtain the design that you want.

And definitely +1 if it seems like a commonly needed functionality, it can be added as a question option for the survey.tsv. First, let's implement via a style.css.

Survey radio buttons should be spaced evenly. Add full-on likert if possible and simple.
