todo:

move the Development settings into the front controller (index.php / debug.php)
change this logic

$filename = __DIR__.urldecode(preg_replace('#(\?.*)$#', '', $_SERVER['REQUEST_URI']));
if (php_sapi_name() === 'cli-server' && is_file($filename)) {
    return false;
}

so that it can also open php files
