Switch to new csproj format and require VS2017 for development #515

The new csproj format is much less verbose:

  • Instead of 9 projects we only need 3.
  • Instead of 650 lines we only need 37 in Fluent.Ribbon.csproj.

The new csproj format requires VS2017.
