Consider moving UIO Table of Contents to before #240

The UIO Table of contents should appear before the title in the main content area.

Currently the ToC appears after the title.

Depends on #232 .

The usage of the ToC should be reviewed. On many pages it doesn't add much value as there is only the page header displayed. It may be more useful on long news articles.

Some potential options:

  • Remove the ToC completely from the instance of UIO on the site
  • Only show the ToC on news articles and other pages that may make good use of it
  • Create and implement a design that better integrates the ToC into the page as a whole.
