tracking: Move storage crate out of protocol codebase and into integral_db

• expose jmt methods for use in lr_trie chore: Expose components of jmt and update methods for lr_trie patriecia#21
• update lr_trie with JellyfishMerkleTrie and associated methods #3
• Port table setup code within crates/storage/vrrbdb to integral-db #6 This task was cancelled and table code is still in the protocol, this is because there are possible circular dependencies or duplicate code that will cause more problems than it will solve at the moment. Will reopen when the proper crates are abstracted or another solution is presented.
