From the Friday call, I gather that this is the functionality necessary for a node to be able to catch up on any blocks it doesn't have -- either for nodes that are new to the network, or for blocks missed while a node was down. Anything else? Does this need to be broken down into subtasks, or is it something that will only take a few days?
