it seems like we should be using the following commands to find enabled/disabled commands:

pkg-config systemd --variable=systemdsystemunitdir
pkg-config systemd --variable=systemdsystemconfdir
pkg-config systemd --variable=systemduserunitdir
pkg-config systemd --variable=systemduserconfdir

it also seems that systemctl provides --list-unit-files in recent versions.
