Not working, when root folder is not elm root

Trying to run this on https://github.com/concourse/concourse/tree/master it seems like the problem from #33 is back, but this time, I do have elm-test installed.

I guess it's due to the command not working in the root folder? Maybe this will be easier to fix, when we integrate with the language server, as we do have logic to find the elm root.

The workspace needs to have a folder with the elm.json file at its root.
It cannot handle elm projects nested deep inside.
