What would you like to be added:
Add rate limits for DNSEntries to protect the dns-controller-manager from being throttled, i.e to protect the DNS management of Gardener from intentional or unintentional DoS attacks.
This is a replacement for [GEP-17] Rate limiting DNS entries created by shoot-dns-service
