Need to update install rules for standalone executable #5

The gz sdf command implementation was converted to a standalone executable installed to libexec/gz/sdformat15/gz-sdformat-sdf in gazebosim/sdformat#1539 and nightly debbuilds are now unstable since this file is not included in existing .install files.

Currently CLI files are installed with the libsdformatN package, where as the gz-transport standalone executable is installed in a separate -cli package.
