BARTOC includes basic information about vocabularies, vocabulary registries, and software for controlled vocabularies (the latter not part of the database but as a wiki page). There are more relevant resources such as https://bit.ly/VocabularyReferences, https://docs.google.com/spreadsheets/d/1IJ3nXherJWW5wmpyHYkxQ_UHUJaSeney1fGHT0SasM0/edit and last but not least websites, tutorials, textbooks etc. How can this information be linked to from BARTOC? The difficulty is how to keep it up to date and balanced. I'd prefer to build on existing collaborative resources e.g. improve the page https://en.wikipedia.org/wiki/Knowledge_organization_system and catalog resources about vocabularies in Wikidata instead of creating a parallel place that is not maintained properly anyway.

The pattern that FAIRsharing.org uses is to let the maintainers specify additional links and the link's role, from each resource. Whether or not that's worth doing for BARTOC, and whether additional topic lists should be added, is your call. I think it's a great resource as is.
