Add a web tool to provide an identifier (URI or notation) to find whether it is

  • an existing URI
  • an URI with known namespace
  • something that looks like a notation (guessSchemeFromNotation, introduced in jskos-tools 1.0.34)

Use case: given an identifier (URI or notation), is this resolveable or can be at least guess where it belongs to?
