Description of the proposal

This proposal aims at adding a generic support for downloads links offered through ATOM feeds.

The final outcome will be similar to #989 for any link of type ATOM, with a few less possibilites (the IGN GéoPlateforme download service offers pagination, filtering etc.).

Motivation

Wanting to take a greater benefit from IGN contribution in #989.

Scope

This proposal affects the Datahub app as well as the components used for showing the API download form.

Discussions with IGN.
