Notifications on User comments

The admin should be notified as soon as an user comment a dataset so that the admin can see it and reply.
Possibilitites to evaluate are the following:

1. Notify this in the user news feed (3pts)
2. Notify the admin via email (5pts)

Two estimates are needed here for both options.
