Jupyter ipyleaflet map bounds not alway correct

I noticed that the bounds are not always correct in the leaflet layer, but that has nothing to do with this PR. Specifically, I thought this was all working in #1249, but now it doesn't seem correct on some images. This should be tested with images with a variety of tile sizes and number of levels.
