After fresh installation:

[email protected](gislab-unit-cvut):~$ sudo -u postgres psql -l
[sudo] password for gislab: 
Sorry, user gislab is not allowed to execute '/usr/bin/psql -l' as postgres on server.gis.lab.

Quick and dirty solution:

sudo adduser gislab sudo

Not needed in virtual mode.
