investigate methods for gradual adoption of eslint rules

There are various practices we would like to ensure in our codebase, for which eslint rules are available, however existing code doesn't follow them, and enabling them would require huge upfront work with high risk for regressions. The investigation should produce a strategy to adopt these practices in a gradual fashion.
