Ensure that options that need to total 100%, don't go over 100% #360

7.5a: Could we ensure that the options from 6.2 (Biophysical interventions) don’t total more than 100%, same for options for 6.4 (community activities) Could we also add a header for those two sets of percentages so it clear they are two different subsections

does the total of 100% count for both 6.2 and 6.4? or do interventions from 6.2 and 6.4 need to total 100% for each section?

so 6.2 items = 100% and 6.4 items = 100%
vs
6.2 percentages + 6.4 percentages = 100%
