For code we pivoted away from, please merge code from your fork into a non-main branch. We do this to ensure code is not lost if forks are deleted.

In the PR, please describe the state of the code, motivation for the pivot, and next steps for anyone who picks it up.

Also post to this issue a link to the PR. Thus this issue will serve as a breadcrumb to all non-main branches.

I have merged the static surrogates codes into the RE_NE_static_surrogate branch with PR #213. I will document it before the following Monday.
