Add configurable cookie path

Summary

I would like to be able to configure the Cookie path field.

Why?

For my use case I need the Path of the cookie to be set to a specific parent path, distinct from the baseuri. If I change baseuri, many other redirection urls and endpoints are affected. I would like the option to just set the Cookie path to a different path.

How

In the same way as the cookie domain can be configured using PROXY_COOKIE_DOMAIN, e.g. with a PROXY_COOKIE_DOMAIN, variable, that could be use to set the path (or fallback to current implementation with base-uri and "/".

Acceptance criteria

I can modify cooke path independent from base-uri.
