[EPIC] Distribution spec v1.1 phase3(v2.10)

Background

OCI spec rc1 standards has been adopted by prior harbor release 2.9 (#18596), we would keep follow the changes and make some enhancements.

Goal

• Monitoring upstream OCI Distribution spec 1.1 from rc1 to GA, leverage changes from rc2
• Investigate more compatible client integration
• Fix distribution conformance test given to changes in spec 1.1

• Conformance Test: References teardown should expect 404 response opencontainers/distribution-spec#457
• Should reference manifest also contains Subject field? opencontainers/distribution-spec#467
