Maybe for now this just exists within Github.

Thinking we may need to describe some things in the UI.

Budget, and how is it used.
Target hours
Planned hours
Actual hours
Delta, and the math
Projected, and the math
How we're handling Archiving projects overall, hiding for My StaffPlan
Can't delete a project if there are actuals against it, or...
... what other things that may not be obvious.
What do dates do?

So we've defined it and there is a way for people to understand what these mean.
