Placeholder person's hours should be counted in the right side, as well as project totals.

For some reason on this project, the placeholder persons hours are not being added up in the right, nor at the tops project hour totals summary.

1. Visiting this project and seeing the issue

2. Then I added some new hours, and it counted those new ones.

3. Then I edited the previous hours for a week, and it counted the edited one.

Why does this project have hours not being counted for the placeholder person?
Trying on a different project and it seems to work correctly by counting the placeholder persons hours (we want to count placeholder people hours in the right side totals).
