S3 recently released a feature which allows the AWS TF provider to deliver state locks without the need of a DDB table (finally! GCS has had this for years). We can now abandon the DDB table.

Just did some digging and I cannot find any evidence that opentofu supports this yet, so I'm going to go forward creating a DDB table in the new prod account.
