Update IEEE models in gridlabd/tools/IEEE Test Models

The IEEE models in here aren't the best (some don't run due to "relax_naming_rules" and related items that have changed). These aren't generally where we point people for the IEEE models, but some have come here for them. We either need to update the models to work with the current versions of GLD, or remove the IEEE models folder to make sure people go to normal /models folder (under the main code repo).

This should be where we keep them. If there are issues with the models that have been changed in other places, then we should push the final back to here. Will take a look at each.

@ftuffner , you mentioned that you point people to another location for IEEE models. Where should we go to get the latest IEEE37 model?
