wie in der Beschreibung beschrieben https://github.com/gunnarhaslinger/Add-or-Remove-Application-To-Windows-10-Taskbar
ist die Variante 1 unter Windows 21H2 leider ohne Funktion.

Beim Ausführen von Add-TaskbarPinning("C:\Windows\Notepad.exe") wird das Notepad nicht angepinnt.
