That gem exists. It is, it seems, the original behavior that @brandondiamond wanted. Is this still desired behavior?

Yup! This should be an invite-only community. Anyone can submit an application (which, in v1, could be an arbitrary textual prompt "please write a bit about yourself including..." with a textarea) which would then be approved or denied by a HackerUnion user moderator.
