Update AntiXSS.NetStandard.HtmlSanitization NuGet package

Would you update AntiXSS.NetStandard.HtmlSanitization package? The last update was on 6/13/2020.

I can update it, but there are no real changes to the logic. I basically only kept the build dependencies up-to-date, and since the lib is compiled as netstandard2.0, it should still be up-to-date for most if not all purposes. Do you need an updated version for a specific issue?

Some user might think the version number 0.1.125 seems unstable. Do you consider make it 1.0.0? 😊
