Importing deleted key fails due to public key in use

Description

I generated a key from a mnemonic at index 200. I copied the private key, then deleted the key. I then attempted to import the key using the private key. A toast message shows that the public key is already used. I then tried to generate the key again using the generate the flow, and it worked fine. I would expect that when I delete the key, it should be available for import or generate.

I have not used this key to sign anything. This was also done while connected to an organization. I switched to personal mode and was able to import the same key without issue.

Steps to reproduce

1. Generate a key with a mnemonic (using a high index)
2. Copy the private key
3. Delete the key
4. Import -> ED25519 key
5. Paste private key
