build version doesn't apply config

I built from source on Windows following the the documentation. However the built version doesn't apply my config.
I cloned the source into C:\Users\default.LAPTOP-E48G1MLG\Downloads\helixbuild\helix and set the runtime to %userprofile%\Downloads\helixbuild\helix\runtime. I can access the config through the command config-open and is all there. When I run hx --health it shows this:
