basically in the registry editor
Computer\HKEY_CURRENT_USER\Control Panel\Desktop
transcoded image and JPEGImportQuality are compressing the wallpaper which will make it look uglier and by setting JPEGImportQuality to 100 makes it uncompressed and transcoded image to 0 makes it also uncompressed
