[Enhancement]: [Rogue] Add option to save Shiv to dispel Enrage

Would it be possible to add another option in the settings alongside the interrupts for using shiv to dispel enrage?

This may be possible, although any "enrage only" option would be fairly impractical for Assassination given that it is a core rotational ability. I don't believe we have any existing code for detecting enrage-dispellable debuffs though so this is not a trivial change.
