I think it should be
http://fhir.de/CodeSystem/kbv/s-kbv-dmp

its a KBV CodeSystem, so the cononical URI ist defined by the KBV.

For Basis-DE (STU3) the CodeSystem names under "http://fhir.de" are the correct ones; the "74_CS_SFHIR_KBV_DMP" got in here by mistake and should be reverted.
