Describe the bug
List of partners during project editing is not shown for project managers and organisation admin and only seen for super admin. on the partner's tab of project editing, project managers and organisation admin can't add partner's to their project.
To Reproduce
Steps to reproduce the behavior:
Make sure you have project manager or organisation admin role
Go to 'edit project page'
Click on 'partner's tab'
See error
Expected behavior
Organisation admin and project admin should be able to view the list of partners.
But If the addition of partners is only limited to super admin functionality, we should hide the partners tab during project editing for organisation admin and project managers.

I think or admins and project managers should have visibility, but the editing should still be with super admins. If this is complicated to implement, remove the entire visibility for everyone other than super admins.
