What is the license for data/profiles/*?

For example, data/profiles/SWOP_TR003_coated_3.iccprofile.xml says:

but also

The licence of the XML is CC0; the data is copyright NPES. The Technical Report must be identified as the source of the characterization data is really unclear, and I would argue pasting in the note into the source file is enough to comply -- but I don't think NPES actually specifies a licence.
